The European Union (EU) has elevated the notion of open strategic autonomy to a strategic ambition, particularly in response to Brexit, COVID-19, and rising energy prices. Its academic conceptualization however remains underdeveloped. This project seeks to develop a novel analytical framework to clarify how open strategic autonomy manifests in several cases. The project will provide novel conceptualisations and valuable policy recommendations to enhance the EU’s resilience and capacity for autonomous decision-making. It will provide the conceptual basis for a Horizon Europe project proposal.
