Conceptualizing Multiple Streams Framework as Scientific Research Program: Systematic Perspective on Its Development

The Multiple Streams Framework (MSF) helps us better understand how complex and ambiguous issues, such as migration, health care, etc., are set on the agenda and pass through the policy process. But unexpected consequences of MFS’s recent expansion (new unrelated propositions etc.) have challenged its clarity. Therefore, the goal of the project is to conceptualize a new perspective to think MSF’s progress over thoroughly. It proposes to use Lakatos’ theory of scientific research program to structure components of MSF, as well as to gauge MSF’s evolution and change over time. Its methodology is embedded in a historiographic perspective given by Lakatos, and it will employ in-depth qualitative document analysis of MSF-related texts based on the Qualitative Content Analysis. The project will enable a clearer theoretical conceptualization which improves our understanding of MSF’s development in the context of policy process research as well as its applicability to practical issues.
