The project focuses on pilot solutions in two areas that are key to the reform of public financial management. The pilot of a new target classification in the preparation of the 2026 state budget for 2-3 expenditure areas will be used to propose a reform of the state budget towards a target orientation: linking public budgets to clearly defined objectives of public policy and performance indicators. The pilot of a new methodology for estimating the impact of tax avoidance by large multinational companies will allow the General Financial Directorate to estimate the rate of profit shifting even for companies where detailed data are not available.
